Creation of four awareness-raising videos on the protection of children in North East Syria

Fight for Humanity is a non-partisan, impartial and independent non-governmental organization that seeks to reinforce respect for the rights of people exposed to human rights abuses in neglected areas. ​ In North East Syria Fight for Humanity works to the UNICEF to support the implementation of the Action Plan signed between the Syrian Democratic Forces (SDF) and the United Nation (UN) to halt and prevent child recruitment as child soldiers. It provides training and dissemination sessions to the commanders of the armed forces, special units, Internal Security Forces and Self-Administration on the content of United Nations action plan.

 

Objective

 

In the framework of the project with the UNICEF, Fight for Humanity seeks to produce four videos as well as online stickers to train and raise awareness about the UN action plan obligations among armed and civilian actors.

 

Description

 

Videos for armed forces and local authorities

Fight for Humanity aims to produce three videos that will be used mostly during sessions to armed forces and local authorities on what they should do to enforce the UN action plan. The videos should be positive (promote the right behaviour) rather than denouncing the bad practice. They will include a short video message from the one key commander from the Syrian Democratic Forces and should not last more than 3/4min. The video should mainly use animated images and can include some images filmed in Syria when possible. They should talk directly to armed forces / Local Authorities.

 

1st video: Action plan and the protection of children from being recruited

This video will convey the following messages:

  • Why the SDF signed the Action plan and to not recruit children

  • What it means for the SDF

  • What are the obligations of each fighter / commander under the Action Plan

 

The first message could be conveyed through interviews and the other messages, should be animated.

 

2nd video: Protection of humanitarian access and health care

 

This video will convey the following messages:

  • Why the SDF signed the Action plan and why it is important to respect health facilities and allow humanitarian access

  • The obligation as an armed force to respect health facilities

  • The obligation as an armed force to allow for humanitarian access

 

The first message could be conveyed by a video of commander of the SDF and the other messages, should be animated.

 

3rd video:

 

This video will convey the following messages:

  • Why the SDF signed the Action plan and why it is important to respect education and education facilities

  • What does it mean in practice (protection of teachers, of facilities etc)

The first message could be conveyed through interviews and the other messages, should be animated.

 

This video will include an introduction by a high-level commander of SDF explaining why its important to respect health facilities and allow humanitarian access. Then a video on the respect the civilian nature of education facilities and how such respect relates to protecting children in armed conflict.

 

 

Video/stickers for the communities

 

This video will be used during training but also social media together with stickers. The main messages are:

  • Explain the action plan, the SDF and SA’s commitment to its implementation.

  • Inform them about the impact of armed conflict on children in northeast Syria

 

The video could use animated images as well as footage from the region. Although messages should be adapted for communities some elements of the first 3 videos can be reused.

 

Requirements

 

Fight for Humanity is looking for a video agency that can successfully undertake the following tasks:

  • Advising on the design of the videos and the best way to convey the messages

  • Advise on the images to be collected from North East Syria

  • Create the videos/stickers within the defined deadline

 

Selection criteria

  • Willingness and ability to understand Fight for Humanity’s mission and activities

  • Experience in preparing and implementing advocacy videos using animated images

  • Price including VAT

  • Availability (the project should start as soon as possible) and be finalized by mid/end July maximum.

  • Ability to work in the required languages

  • Experience with non-profit organizations or international agencies

  • Impartiality and neutrality and commitment to Fight for Humanity core values and principles
